Proposed Moreton Bay Regional Council Planning Scheme Amendment - Major Amendment No. 3 - the Better Housing Amendment
In accordance with section 20 of the Planning Act 2016 and Chapter 2, Part 4, section 18 of the Minister’s Guidelines and Rules, City of Moreton Bay provides notice of public consultation on the proposed “Moreton Bay Regional Council Planning Scheme Amendment - Major Amendment No. 3 - the Better Housing Amendment” (proposed amendment). The proposed amendment is a major amendment to the Moreton Bay Regional Council Planning Scheme Version 6, effective from 21 December 2021.
The purpose and general effect of the proposed amendment to the Moreton Bay Regional Council Planning Scheme is to support better housing and neighbourhoods in the region and improve liveability for current and future residents.
The proposed amendment supports policy changes relating to the following:
- the Next generation neighbourhood precinct (and the equivalent Transition precinct and parts of the Caboolture West local plan) requirements for more greenspace and larger yards and more liveable, comfortable and attractive development
- how secondary dwellings are designed and located
- off-street car parking ratios to cater for resident and visitor parking demand for Multiple dwellings, Student accommodation, Dual occupancy and Dwelling houses
- the design of Student accommodation development
- a Warner Investigation Area boundary reduction to re-clarify Council’s position on future urban growth and development in the area.
Whilst the proposed amendment is intended to take effect over land across the entire local government area, its application will predominantly be called up over land contained in the Next generation neighbourhood precinct (and the equivalent Transition precinct and parts of the Caboolture West local plan), Urban neighbourhood precinct, Suburban neighbourhood precinct and Coastal communities precinct, as relevant.
Public Consultation Period
The consultation period, during which submissions may be made, for the proposed amendment is from 7 August 2023 to 4 September 2023.

Submissions
Any person may make a submission to Council about any aspect of the proposed amendment.
A properly made submission must:
- be signed by each person making the submission
- be received by Council before midnight on 4 September 2023
- state the full name and residential or business address of each person making the submission
- state the grounds of the submission and the facts and circumstances relied on in support of the grounds
- state a postal or electronic address for service relating to the submission (e.g. for any response) for each person making the submission
- be made to City of Moreton Bay.
