Breeding and additional animal approvals
Council regulates and manages the number of animals allowed on a property through the Animal Management Local Law 2023 and its subordinate local law.
Use the number of animals allowed by property size tool to determine the maximum number of animals you can keep on your property.
If the size of your property allows you to apply for additional animal/s or you are a recognised breeder the approval of Council is required. Review the relevant Additional animal approval information and make an application.
Additional animal approval
An Additional animal approval allows you to keep a designated number of animals on your property subject to the conditions of the approval.
Complete an Additional animal approval application(PDF, 806KB) and pay the non-refundable fee.
Council will assess the application and if approved, will apply statutory requirements and standard conditions for keeping the animals.
Approvals are for the life of the animal whilst it remains at the approved premises.
Additional animal approval - Recognised breeder
An Additional animal approval - Recognised breeder allows you to keep a maximum of six cats or six dogs on any premises if you adhere to the conditions of the approval.
Enquiries for the keeping of more than six cats or dogs must be directed to Development Services to understand the Development Approval process and requirements.
Council no longer has an application process for breeders of other animal types to keep more than the allowable limits under the Animal Management Local Law 2023, either by as of right or an additional animal approval.
Recognised breeder - Dogs
Dog breeders must be a registered breeder and meet the requirements in accordance with the State’s Animal Management (Cats and Dogs) Act 2008.
Complete an Additional animal approval - Recognised breeder - Dogs application(PDF, 892KB) and pay the non-refundable fee.
Council will assess the application and an inspection of the property will be conducted. Statutory requirements and standard conditions for keeping animals are outlined on the application form.
No more than six dogs can be approved.
Recognised breeder - Cats
Complete an Additional animal approval - Recognised breeder - Cats application(PDF, 833KB) and pay the non refundable fee.
Council will assess the application and an inspection of the property will be conducted. Statutory requirements and standard conditions for keeping animals are outlined on the application form.
No more than six cats can be approved.
General Information
Response in writing
- All applicants will be advised of the decision and conditions of approval in writing.
Transfer and replacement of animals kept under the approval
- This approval is not transferable to another person, property or animal.
- Approval holders are not permitted to replace an animal being kept under an Additional animal approval or an Additional animal approval - Recognised breeder approval.
- Any new animal that exceeds the allowable number requires a new application.
Cancellation of the approval
- If an approval is no longer required (request for cancellation) or if any circumstances relating to the approval should change, notification should be submitted to Council in writing.
