MBRC Planning Scheme - Narangba East emerging community area
In 2010 Council commenced preparation of the Narangba East Strategy. The finalised strategy was adopted by Council on 20 November 2012. It has been used to inform the planning scheme and conversion of the land use strategies into appropriate zones and development code provisions.

Narangba East and the Planning Scheme
Land within the Narangba East area has been included within the Emerging community zone - Transition precinct, Emerging community zone - Interim precinct and the Rural residential zone.
Emerging community zone - Transition precinct
This precinct ensures new development does not compromise future land use and development in the area. The Planning Scheme will guide future development of this area in accordance with the Next Generation Neighbourhood place type vision.
Emerging community zone - Interim precinct
This precinct is intended to conserve land suitable for urban development in the future, allowing interim uses that will not compromise the best longer-term use of the land pending further planning investigation.
As part of the planning investigations for Narangba East, detailed planning will focus on this area to identify preferred locations for:
- centres
- parks
- open spaces
- community facilities
- key connections around the Narangba train station.
Rural residential zone
Large areas of rural residential land were identified in the 2012 Narangba East Strategy, requiring environmental health assessments be undertaken in response to their proximity to the Narangba Innovation Precinct.
Council is undertaking investigations within this area and the broader rural residential area. These investigations will inform the direction for future land use as part of the Narangba East planning investigations.
Strategic vision for Narangba East
Council's 20-year vision for Narangba East, identified in the Strategic Framework, is for Urban neighbourhood, Next Generation neighbourhood and Rural residential place types. More information regarding place types is available within the strategic framework, section 3.14 MBRC Place Model.
Council has commenced the Narangba East Planning Investigation that will look at the potential for future urban development, including employment/industrial uses, to formulate a long-term plan for the area. Not all land within the area will be suitable for urban development whether residential or employment/industrial uses. Suitability of land will be established through detailed planning investigations.
