MBRC Planning Scheme - Recreation and open space zone
The Recreation and open space zone contains Moreton Bay’s sporting, recreation and leisure facilities and areas. This zone is generally located in urban areas and includes parkland and reserves owned and managed by Council. In some cases, land in the Recreation and open space zone is held in private ownership. In these cases, the land is used for activities including golf courses, sporting clubs, social clubs, community and non-profit groups.
What is the purpose of this zone?
- Provide for a range of sporting, recreation, leisure, cultural, commercial and educational activities.
- Provide for both active and passive recreation opportunities.
- Ensure areas such as parks, playing fields and playgrounds are accessible to the public.
- Ensure built structures, such as shelters, amenity facilities, picnic tables, clubhouses, gymnasiums, public swimming pools, tennis courts, and other infrastructure are safely accessible and directly support the management of recreation and open space facilities.

Some land in the Recreation and open space zone is included in the Sport and recreation precinct. This precinct specifically recognises existing sport and recreation facilities and provides for their ongoing use and development. Zone precincts provide greater clarity about the types of development intended in a particular location.
What can I expect to see in this zone?
A range of formal and informal, active and passive sport and recreation uses are expected in this zone, including:
- parks and botanic gardens
- playing fields
- outdoor sporting activities
- indoor sporting activities
- swimming pools
- recreation trails
- community activities
- cultural and civic facilities
- entertainment facilities
- camping and caravan areas
- caretaker’s accommodation
- playgrounds
- club facilities
- function facilities
- food and drink outlet
- market.
Note: Ancillary structures and buildings such as shelters, amenity facilities, picnic tables and playgrounds are expected to establish as necessary.
- Where relevant, development occurs in accordance with an approved Council master plan.
- Commercial activities associated with, and ancillary to recreation and open space uses establish where they complement the social, leisure and recreation experience of open space users.
- Development does not impact on the use, enjoyment, function and operation of recreation and open space facilities and areas.
- Development avoids areas subject to physical constraint, limitation or valuable natural resource.
- Provisions about site coverage, building setback, building height, lighting, waste, landscaping, advertising, car parking and other matters help to maintain the open space and recreation character and amenity and reduce the possible impacts on neighbouring properties.
