Community gardens
Community gardens are a great way to meet people, share gardening skills and grow your own food. They help to build a sense of community and connection with the environment.
The gardens are community managed spaces located on land owned or managed by Council. Community gardens can have separate plots allocated to a specific person/s, plots which provide communal gardening space or a combination of both.

Community groups can use the Community garden guide(PDF, 2MB) to assist with completing the necessary investigations and planning required for the establishment and management of a successful and sustainable community garden.
Who can apply?
Groups interested in establishing a community garden must be an incorporated association, under the Associations Incorporated Act 2009, or established under an incorporated association.
Council requires community gardens to be established under an incorporated association for several reasons including:
- enables the group to be a legal entity, separate from individual members
- allows the group to apply for grant funding
- assists with the structure and running of the garden group through the establishment of a management committee and a requirement for regular group meetings
- allows for the required public liability insurance to be secured for the group.
For a community garden to be established on Council owned land, the group must have public liability insurance cover to a minimum value of $20 million.
Council's approach to community gardens
Council supports the establishment of community gardens in appropriate locations across the region. The guidelines provide a consistent and streamlined approach in responding to community garden requests on Council owned or controlled land.
Prior to submission of an expression of interest, community groups are encouraged to discuss their proposal with the relevant Divisional Councillor.
Expression of interest
Groups interested in developing a community garden on Council owned or controlled land are required to complete and submit and expression of interest application.
