Regional Growth Management Strategy 2041

Moreton Bay region is one of Australia’s fastest growing regions. Our regional population is forecast to grow from 479,639 to approximately 690,000 by 2041. That means an additional 210,000 residents over the next 20 years.

In accordance with the State Government’s South East Queensland Regional Plan 2017, Moreton Bay region is required to deliver an additional 88,300 dwellings by this time.

It is essential council plans for this population growth and the demands on infrastructure and considers the form of development and long-term sustainability of our region.

Accordingly, in 2019 council resolved to prepare a Regional Growth Management Strategy 2041 to inform planning and development outcomes for the region's future expansion areas.

To date, Council has undertaken a range of short-term actions to manage these expansion areas, including:

  • North Harbour (Marina and Canal Estate): Council is currently investigating a ‘Priority Development Area’ designation for this proposal, in consultation with Economic Development Queensland.
  • Caboolture West growth area: Council completed a Planning Scheme Amendment for Caboolture West Neighbourhood Development Plan Area 1, and is currently working with the Queensland Government to undertake revised land use and infrastructure planning over the remainder of the growth area.
  • Morayfield South Emerging Community Area: In consultation with the Queensland Government, Council has implemented a Temporary Local Planning Instrument (TLPI) to introduce an interim land use plan to guide development outcomes, while a final land use plan is being prepared and delivered through a planning scheme amendment.
  • Negotiated development approvals and agreements to deliver local infrastructure to support development in the expansion areas.
