Asbestos mixed with soil (regulated waste)
Asbestos containing material (ACM) is often found in insulation and building material in older properties. Asbestos mixed with soil is considered hazardous and regulated waste and has specific handling, transport and disposal requirements.
Disposal of asbestos mixed with soil is only permitted Monday - Friday, and is subject to 24 hours notice being provided.

- Disposal of all regulated waste (including asbestos mixed with soil) will incur fees as per Council fees and charges. A minimum fee applies.
- Disposal must be pre-arranged with Council. Contact council on (07) 3205 0555 or 1300 477 161 at least 24 hours prior so that arrangements can be made to receive the material. The customer must advise the full address of the source location. For soil from a property, the customer is to also provide the lot and plan number where the soil came from.
- Disposal of this regulated waste is only permitted Monday - Friday.
- Asbestos-contaminated soil must be wetted down and transported in a covered, leak-proof vehicle.
- Soil containing asbestos material must be completely sealed and enclosed for safe transporting and disposal. Soil containing asbestos material should be safely contained, wetted down, and wrapped in two layers of 200 micrometre (µm) polythene.
- Residents or non-residents disposing, on a non-commercial basis, over 175 kgs of ACM mixed with soil or any regulated waste as the "Waste transporter" must hold the appropriate environmental authority to transport ACM and present a completed Waste Transport Certificate at the weighbridge if there is 250kg or more of asbestos in the vehicle.
- Under the Environmental Protection Regulation 2019, all Commercial operators must have the appropriate Waste Tracking documentation when transporting any quantity of asbestos.
- *Disposal limits apply at Dakabin and Redcliffe waste facilities - maximum 100 kg.
- All loads of regulated waste (including asbestos mixed with soil) must be weighed. The weighbridge operator will advise all customers delivering regulated waste to return to the weighbridge prior to exiting the site.
- Loads will be inspected to see if the material is wrapped correctly, if not wrapped correctly will be turned away.
- For any incorrectly declared and disposed waste, a reloading management fee of $250 per load will apply as per Council fees and charges.
- No assistance is provided to unload material from vehicles.
- Commercial customers must have appropriate lifting gear to safely lift the securely bagged ACM mixed with soil at the landfill working face as directed by site staff. It is not acceptable to tip or allow the bagged ACM mixed with soil or regulated waste to fall from the delivery vehicle.
- All customers must deposit the securely bagged asbestos mixed with soil such that the containment bags do not rupture or break open when being deposited at the waste facility for disposal.
