Jetty landing and mooring

City of Moreton Bay provides opportunities for commercial boats or vessels to land at specific jetties across the region.

Approval is required for commercial use of a jetty landing. Commercial use refers to activities that are soliciting or carrying out the supply of goods and services for profit. The term ‘profit’ refers to a commercial activity that makes money, this includes activities run by not-for-profit organisations or charities.

Approval is not required for recreational users who are landing (for a maximum period of 20 minutes at any one time) on Council-controlled landings, jetties (pontoon end of the Redcliffe Jetty and Bongaree Jetty), and ramps.

Council regulates these activities to ensure they are carried out safely while taking other public space users and residents into consideration, and to maintain the purpose and amenity of our public spaces.

You need to apply with all supporting documentation at least 30 business days before you need to commercially use a jetty landing. This allows time to review your submission, request further information, conduct a final assessment and make a decision.

The storage, decanting or refuelling of a vessel on local government owned or controlled landings, jetties or ramps is not permitted. All refuelling over water shall be approved and licensed by the Port of Brisbane Corporation or any other relevant authority.

Requests for mooring along the coastline or in waterways in the region such as Beachmere, Bribie passage or Caboolture/Pine river should be directed to Maritime Safety Queensland.

How to apply

Step 1.Complete a risk management plan

Complete the Risk management plan template(DOCX, 927KB).

Step 2.Take out public liability insurance

Evidence of a current public liability insurance policy to the value of $20,000,000 in the same name as the applicant should be provided with your application.

Ensure the location listed on your policy includes public land, for example, Anywhere in Australia or Worldwide. This must be outlined either on your certificate of currency or the terms and conditions of your policy and provided to Council. If this is not listed, obtain written confirmation from your insurer.

Step 3.Collect supporting documents

  • provide copies of a Certificate of Operation & Certificate of Survey (commercial vessels only)
  • provide registration certificate issued by Transport and Main Roads (recreational vessels only)
  • provide a photo of the vessel.

Step 4.Review Conditions

Make sure you review and understand the Commercial use of public land and roads conditions(PDF, 549KB). Specific conditions may be added after your application has been assessed.

Step 5.Review fee and charges

In accordance with Council's fees and charges, an application fee of T1206 is payable at the time of application. Council will contact you for payment.

Other fees are payable when your approval is granted or renewed. These fees are:

Annual use

  • a T1196 annual commercial fee. Calculated as per person multiplied by the capacity of the boat. This fees is charged on a pro rata monthly basis to 30 September.
  • a T1209 annual renewal fee. 

Daily use

  • a T1195 daily commercial fee. Passenger capacity not applicable. 
  • a T1209 annual renewal fee.

The renewal period for the approval is from 1 October to 30 September.

Charities and not-for-profit organisations are exempt from paying fees if evidence is provided.

Step 6.Complete an application form

The applicant for approval must be a legal entity, such as an individual, company, incorporated body, unincorporated body, partnership, body corporate or trustee.
